While the State of Florida does not specify rent amounts nor limit rent increases, the Federal Department of Housing & Urban Development (HUD) does publish their "Fair Market Rent" report each year.
While these rents are are binding only on HUD and it's Section 8 program, they fairly accurately represent the maximum rent for low to moderate income properties and thus form something of a baseline for calculating other rents.
